If you are just starting: Buying packs and opening is nice, but the pull rates have been abysmal for the most recent sets (aside from the notorious Canadian error boxes).
The approach I'd recommend: Look at the sets online, and buy what you like. If set XY has many cards you like, buy that instead of sets with high value cards. Buying singles is the way to go if you want a specific card, buying packs won't guarantee anything. Some posts here about pull rates can give you a rough estimate.
As a general advice: Stay clear of overpriced stuff because of fear of missing out. The Pokemon Company is currently reprinting a few sets, so chances are high that a more recent set (including boxes, tins and ETBs) will be available again.

Well, then depending on your location, you should get some shops that offer decent prices.
Best value for your buck? The entire booster box with 36 packs for around 100-120 bucks, depends on the set.
Some ETBs can be cheap, but per pack they are more expensive.
If you want to complete sets: Buy two or three boxes and singles.
I'd also check out the japanese sets. While they are pricier, the quality control is far superior, the sets are smaller and the single cards are cheaper. Vmax Climax for example is an awesome set to open packs for.
