Just a slight correction. The exams in the concussion protocol is done with the team doctor and an "unaffiliated neurological consultant" (non-team brain doctor), and they have to agree to let him back in. So the team doctor does have "a say", but it's equal say as the unaffiliated doctor that can also reject players from going back in.

But they could look at it and say "putting him back in is a stupid decision." I don't think I'd actually expect any organisation to actually do that but it really would be the sensible option.
I don't think you need a doctor or medical staff to tell you it's a bad idea to put a guy back in after he walked like a drunk after the last hit he took. That just seems like common sense to me, but what do I know, I'm not a doctor.
